EIDBI Provisional License Bill
(HF 2434 & SF 3054)
HF2434 and SF3054 are companion omnibus human services bills from Minnesota’s 2025–2026 legislative session. Together, they create major policy and funding changes for disability services, behavioral health, aging services, and EIDBI programs. A major component of both bills was the creation of provisional licensure for EIDBI providers.

EIDBI Provisional License Bill
(HF 4338 & SF 4476)
HF4338 and SF4476 are Minnesota human services supplemental finance bills focused on Medicaid oversight, cost containment, and fraud prevention. The bills propose major changes to disability services, behavioral health programs, and EIDBI services through new billing caps, documentation requirements, provider screening, and other compliance measures.

HF 3741 and SF 3523 are companion bills in the Minnesota House of Representatives and Senate regarding bills for the licensing of behavior analysts.
