MNABA's primary focus in the legislature is to advocate for the delivery of quality services, bills to support the expansion of delivered services, and bills that will improve the quality of services delivered.

EIDBI Provisional License Bill

(HF 2434 & SF 3054)

HF2434 and SF3054 are companion omnibus human services bills from Minnesota’s 2025–2026 legislative session. Together, they create major policy and funding changes for disability services, behavioral health, aging services, and EIDBI programs. A major component of both bills was the creation of provisional licensure for EIDBI providers.

EIDBI Provisional License Bill

(HF 4338 & SF 4476)

HF4338 and SF4476 are Minnesota human services supplemental finance bills focused on Medicaid oversight, cost containment, and fraud prevention. The bills propose major changes to disability services, behavioral health programs, and EIDBI services through new billing caps, documentation requirements, provider screening, and other compliance measures.
